My fault, I'm afraid. I wrote the proposal that got the missing DEC
Technical characters into Unicode:
http://www.columbia.edu/kermit/standards.html#unicode
without realizing what some of the bits and pieces were. In particular,
I did not realize the significance of the ones that can farm large
summation signs. Of course the proposal was open to public review for
a year and a half and nobody else noticed either. Now we know!
