The combining characters in tcvn-5712 are much like those in iso10646:
the preferred way is to use precomposed chars. The combining ones can
be usefull for environments where C0 or even C1 are not safe, and you want
accented uppercase letters, then you can use precomposed; but unless
YOU WRITE IN ALL CAPS AND IN VIETNAMESE you won't be in such case,
as the lowercase and the few accented letters that may happen at beginning
of word are in safe places.
In any case, TCVN-5712 and TIS-620 *will* be implemented in GNU/Linux,
simply because they already are in use since some years, are national
standard in their respective countries, have a big number of users,
and much bigger number of data using them (they are the exchange encoding
with MacOS/Windows people as far as I know), so putting it on the guidelines
make sense.
(and TIS-620 doesn't give problems either (unless in xterms and console;
but now latest xterm -u8 -lc should be ok) the result is not as
typographically correct as you may expect, but it is acceptable and readable).
