I use Mozilla 1.4 and Opera 7.11 with Freetype 2.1.3 under SuSE 8.2. Konqueror didn't show those characters at all, so I couldn't test it.
Emacs is showing them correctly, as are Windows browsers. Even Lynx is showing it correctly!
it's a problem of your font. Here Opera 7.11 shows it correctly. Try to figure out who created the font you use and report it as a bug.
