The fact is we do want to override.

locales are in fact for two purposes: to tell the wanted language
and to tell the wanted country.
if you ask a language/country for which there is a locale already
(eg, fr_BE) then all is ok.
but if you want French in Germany there isn't a fr_DE.
So we use fr_FR for all the LC_* variables that are more
language-oriented (like LC_CTYPE, LC_COLLATE,...) and de_DE for
those that are more country oriented (like LC_MONETARY, LC_PAPER, etc.)
