luvcview used to work last time I tried it. The next driver version implements 
a new API that will be used to control pan/tilt. I'll try to release it soon, 
after trying to get the pan/tilt controls integrated in the V4L2 
specification. You can find it in the SVN 'split' branch. The API should be 
stable, but the controls IDs might change.

That's interesting. I'll keep this in mind when trying to find a software fix 
for the hardware problem we are experiencing. Thanks for reporting this.
