Yes, that's a known problem. The pan/tilt controls have changed quite a bit in the UVC driver (e.g. their control values), so if you have a driver version different from the one that luvcview was compiled with, it gets messy. But as Laurent mentioned, the latest driver splits these controls up, so as soon as Michel catches up, that problem should be solved once and for all.
