I don't believe mplayer is appropriate for this kind of thing. If your
after the traditional style of webcam (updates every few
seconds/minutes) then uvccapture and fswebcam are probably your best
bet. Both will capture regular images and can have them uploaded or
saved to file where your visitors can access them. A bit of Javascript
on the website to refresh the image and your set.

If your after proper streaming video, that's another matter entirely :-)
