Some time ago Thierry Merle was working on a V4L extension module. He 
already posted some patches to the V4L2-Library list 
([EMAIL PROTECTED]).

Another starting point would be the "Video Four Linux Loopback Device"
http://www.lavrsen.dk/twiki/bin/view/Motion/VideoFourLinuxLoopbackDevice
which is at the moment V4L version 1 only.
