I looked at luvcview -l -f yuv -i 30 -s 640x480:

With the windows drivers once touch the cam:

Here I get 32fps at 640.

After power cycling the cam, I get the defaults from luvcview -l and 5fps.
After setting the Gain back to 255 the cam still only got me 5fps.
I haven't found how to disable auto-exposure so far.
