Well, first of all you have to be sure your webcam is UVC compliant.
Try to execute this command:
sudo lsusb -d 174f:8a31 -v | grep "14 Video"

If your webcam is UVC compliant then you should get something like this:
      bFunctionClass         14 Video
      bInterfaceClass        14 Video
      bInterfaceClass        14 Video
      bInterfaceClass        14 Video

If your is a UVC-webcam, then maybe uvcvideo module is not loaded!
lsmod | grep uvcvideo

If it is not loaded:
sudo modprobe uvcvideo

If it is loaded, just verify if there is the corrispond node for your
webcam:
ls -l /dev/video*

Now you can be sure your webcam is recognised!!
Just for another test, install
luvcview<http://packages.ubuntu.com/hardy/x11/luvcview>and then run:
luvcview -L

If everything seems to be good, maybe it is a problem of software
configuration:
skype: from properties you have just to enable webcam capturing and select
the webcam source (e.g. /dev/video0);
ekiga: from Preference, select Device->Video Devices and set:
-  Video Plugin = V4L2
-  Format = PAL europe
-  Channel = 0
amsn: from Prefernce select "Others" tab and then "Audio & Video Settings"
and follow the guide!!
