Finally we tracked down the garbled skype video with a Logitech Quickcam 
Pro 9000 to a hardware problem

The system on which garbled video occurs is a standard HP Desktop PC with
CPU0: AMD Athlon(tm) 64 Processor 3200+ stepping 00
512 MByte RAM

The camera is always recognized well on the USB bus, as lsusb shows.

The video is garbled _only_ if the camera is connected to the builtin 
USB controller with an ATI chipset. Using an extra USB PCI plugincard 
with an known to be good NEC chipset video is fine in skype.

At this point, we do recommend not to use USB hardware with ATI chipsets 
in conjunction with skype video.
