I was about to check if I could reproduce your problem. Could you elaborate on 
how you resolved it so that other users can benefit from your experience ?

Pan/tilt support for UVC cameras is outdated in motion. The driver has been 
modified some time ago (I'd say between 6 months and a year) and now has a 
new interface to control pan/tilt.

Check the motion UVC pan/tilt patch page 
(http://www.lavrsen.dk/twiki/bin/view/Motion/LinuxUvcTrackingPatch). Your 
best bet would probably be to contact the author and/or maintainer to see if 
they can update the patch.
