This is strange, have you tried to change it after modifying "Exposure, Auto", try it with all possible combinations, maybe it needs to be "unlocked" with some special control sequence??? Or maybe the control just doesn't work properly :( since even VIDIOC_G_CTRL seems to fail. In any case the default value is reported to be 0, although you can't be sure what value is actually set. If you say it works in windows then it would be a good idea to check how this is handled there.
