The correct answer is yes and no. linux-net/netdev/davem always were
an upstream for linux-zigbee project. All patches we submitted, got in
through Dave Miller. On the other hand indeed 6lowpan were developed/
prepared for submission by Alexander outside of project repos. Patches
were regularly submitted to this ML for review (at least I saw them several
times). If Alexander forgot once to CC the linux-zigbee-devel ML, it's the
other question and another part of story.

The other part is about maintenance of IEEE 802.15.4 stack/current status/
feature movements. I've switched employment, so I'm no longer paid for
caring about IEEE 802.15.4 stack. While I'm still interested in this part
of code, I do not have hardware and time resources to support full
development. IIUC Alexander is paid (by my former company) to cleanup
and push relevant parts of developed code into mainline and (Alexander,
are you? Please correct me if I'm wrong) to continue some development
on top of this software. Again, if I understand correctly, the current plan is
to split some part of the device/stack infrastructure that will be:
1) simple
2) reviewable
3) clean
4) usefull.
And then to submit it to the Dave Miller for inclusion. Then maybe repeat
all the iterations over the remaining code parts till everything usefull is
mainlined. Basing on my previous experience I gave some ideas how to
achieve this, but I don't know if Alexander will follow them, so I
won't describe
and discuss them now. And of course I will review patches as my time
permits and will give some feedback on them. Alexander: when you will be
ready, please post the preliminary cleaned up versions here for review.

Regarding repos: I do no longer have access to the internal Siemens repos,
previously used by us to handle development. Since kernel.org breakdown,
I still had not restored lowpan repos on kernel.org (my key still isn't signed).
And my request to restore them read-only was posponed till the key is signed
and I have my kernel.org account back. So the 'master' repo for linux-zigbee
account is a sourceforge one (damn slow, but more or less useable). Alexander,
you should have full access to those repos as well as to the other parts of the
project infrastructure. Please contact me in private, if you miss something.

Alexander, I welcome the final arrival and merge of the 6lowpan code. Thank
you very much, you did really the great job there! I saw people suggesting
starting implementation of mesh headers and mesh routing under 6lowpan.
That is a good idea, but first I'd recommend to get at least some of the current
code into mainline kernel, so it will not bit rot in our trees.
