No.  TN5250 does not use getopt.  At all.   Those files should be removed
from the repository, we haven't used them since the 0.14.x versions of
TN5250.

When we did use them, we included them in the repo because some obscure
OSes didn't have getopt.   Now we use conf.[c,h] instead.
