I have 0.16.5 on debian/woody here and I can't produce the problem.
I've tried several different command that produce a 1-5 second delay.
Is it possible your user profile has keyboard buffering turned off,
however client access turns it on when you log in? (I think KBDBUF could
produce these results...)
