You're probably thinking of /etc/apmd_proxy.  It's merely a shell
script that's called by apmd.  I've verified that the shell script
indeed does tell apmd to ignore suspend events, but apmd fails to
notify the kernel, due to the missing ioctls.  Apparently, the missing
ioctls in question were never accepted by Linus.  I'm trying to talk to
one of the original authors to see if I can get a copy of the kernel
patch, so I can try porting it to one of the later kernels.

I'll let you know how it goes...
