I bet it's not. If you can connect one way, then the network's OK. You don't need the server running on .14 to connect to .3 machine from it. sshd sits there, waiting for incoming SSH connections, and serves them. From the sounds of it, you have sshd running on .3 and not .14. Remember the ps ax | grep sshd thing? Try that on .14 and see if you get the same results as you do on .3.
