Well, you know what they say about ASSUMing...  going back in and
looking at all user's crontabs, I discovered that in root's crontab,
17 blank lines below some comments the KDE kcron program had added,
was a happy little entry for ntpdate that runs (you guessed it) at
10:00 and 22:00.  As you suggested I adjusted the execution time to
happen at 15 past the hour for ntpdate and moved that entry up to
where even an idiot like me can see it without scrolling down.  Moral
of the story, never assume that what's displayed on the screen is all
there is to see.  It's now 22:10 local time and the scalehouse files
did their rename/move a single time 10 minutes ago.  Problem solved,
methinks.  Thanks a million, guys!
