Nope, it will not run.

IA-64 is the architecture, and instruction set used in Intel Itanium 
processors, and its not compatible with x86 processors in all their forms 
and models.

Your Sempron uses the AMD64 instruction set, which is branded by Intel as 
EM64T, and also more generally known as x86-64.

The only solution to install Debian on your sempron is either to get the 
32-bit version, or to get the AMD64/EM64T/x86-64 version of Sarge if you 
really want 64-bit capability.
