mount is generally available to all users in most *nix systems.  Its use
to mount filesystems is controlled through /etc/fstab, which is only
writable by root.  As long as you have fstab set up well, and
permissions on your mount points set up well, you shouldn't have a problem.

I see no reason to give users access to fdisk in order to give them use
of their USB drives.
