To all,
Well I have resolved the problem. I substituted a Logitech corded mouse for
the wireless one and the problem went away and returned when I put the
wireless one back in service. This is a Dell 8400 and its 3 years old and
does not have any tweaks for pci-e. I will look into the ati driver thing
now that I can do something besides using the keyboard.
