This may not be a problem with your code, but with IE and the way it does things. You might be better to ask the question on a Windows forum. IE does some non-standard things when it loads web pages and Microsoft has done this intentionally over the years so that they can dictate terms for standard practice. They introduced active x and messed with java and unless you have their development packages which they charge lots for then you may not understand what is happening.
This is a novel twist on an old problem. When Firefox first came out it would not load many web pages properly because MS was calling the shots due to IE's popularity. I am sure that you are not alone in this problem, but you might want to seek a forum where developers meet such as webdeveloper.com.
