My son uses Eclipse: http://www.eclipse.org/

He is a programmer for an ISP, so he writes code all day, and he says 
it is an excellent IDE.

I don't write that much code, so I just use vi, and keep as many 
console windows open as I need for my vi sessions and for controlling 
my compiler and viewing my output.

I have never actually seen a Linux or BSD distro that did not install 
cc/gcc and its libs by default, during installation, so it is probably 
there already, unless the distro is a specialised one of some sort.
