Neither Debian nor RedHat based systems install development tools by
default. You will have to either choose them during installation or
install afterwards.
(I'm not sure about all Debian systems, but IIRC, when I played with
Debian itself, it didn't install them. Ubuntu definitely doesn't
install them by default, at least it didn't a couple of versions ago.)
