you mean a command like:
su -c 'shutdown -h now'
(omit su -c and single quotes if issued as root)

My semi-scientific wild-a55-gue55 is that ACPI isn't correctly
supported for your specific hardware in the offending LiveCD. If
there is a keystroke to hit to watch the bootup text scroll (ESC,
ALT-F1 or CTRL-ALT-F1 are the most common) Hit it and watch for
anything that looks like a warning or error message mentioning ACPI.
Or any OTHER warning/error messages!
I can only help you gather more info, not really solve it. It may
not be solvable until the next release/bugfixes come through on the
offending LiveCD.
Unless of course, someone happens to jump in with the answer after
me... ;) If no-one else has a real answer for you, as this is a very
general forum, you might have better luck in a FAQ/WIKI/forum/etc
specifically dedicated to the offending liveCD/distro...
