Yes, I've seen animated wallpaper in PCe17os, a remaster of PCLOS.
Mandriva 2008 "sort of" animates it's default desktop, even without
compositing desktop manager, by having a background XML script
continuously "morphing" the desktop through a set of matching -- but
slightly recolored -- wallpapers over a 24-hour period.
Under PCe17os, with anything less that a top-of-the-line processor,
the animated wallpaper burns 25% CPU utilization at idle!!!
Staggering CPU use for a Linux! So yes, it can be done. I'm just
not convinced that it's worth it.
