Each distro and even each desktop (Gnome or KDe for example) handle trash differently. Some distros put a Trash basket on the desktop, others put it on the taskbar, usually in the system tray. Others like the clean look and don't add either. Fortunately you can always add one or empty it through the file manager.
It would be helpful to know which distribution you are using and whixh desktop if there is more than one choice for your distro. This will give us a frame of reference. Usually if you right click on the taskbar in a blank spot and choose Add Applet or something similar, you can add an icon to the taskbar. Then click on the icon and choose empty trash from the cascading menu. You can also delete files from trash by going to your home folder and hooking for the Trash folder which is usually hidden as .trash. To find it you need to have show hidden files activated in the preferences of the file manager. This is really general because we don't know what you are using.
