Yes, and rpms only work in Red Hat based distros and even then they need to be 
specific to their distro (Mandriva, SUSE or Fedora, etc.). DEBs will only run 
on Debian based distros such as Ubuntu, Debian or MEPIS, but are more 
adaptable. You can often install a DEB file for Ubuntu in Debian and vice 
versa. Not always, though. It really depends its age, more than being 
specifically made for a certain distro. You often can't install an old Ubuntu 
DEB file in a newer version of Ubuntu. You can convert DEBS to RPMs and back 
via a program called Alien.

The other thing that new users need to know about Linux is that we don't have 
two or three executable formats. In Linux the suffix means little, so we don't 
use .exe or .com at the end. A file becomes executable by its contents and its 
permissions. You can make a file meant to install a program executable by 
changing its permissions. Without this step you can click on it all day with no 
result.

When you switch from a Windows way of doing things you cannot bring your 
Windows ways with you. You need to adjust to the fact that you are using a 
different OS with its own way. Using a compatability layer like Wine can help, 
but it isn't meant to re-create Windows on a Linux box. When you leave Windows 
it is best to find an open source application and learn the new system. Using 
Wine is an option, but it isn't meant to substitute for Windows.

If the original poster wants Windows he should stick with it. If he wants to 
learn a new OS with its different ways then he should do so and leave Windows 
behind him. He can use Wine as a transition or to get one or two programs to 
work in Linux. If he envisions using Wine for most things then he is probably 
not ready to embrace a new OS.

Actually this isn't quite correct.  Linux can run a variety of files.
The rpm format is simply a binary package (not necessary an executable
program) to install things.  There are also .deb files, .tgz files and
so forth. 

However, as has been stated in the thread, it won't run .exe files
without an emulator.
