You can usually do that in one move with ctl+U, though I'd have to test
it with my cat.  Just in most cases, ctl+U will bring you back to a
prompt.

It's shutdown -h now
quit wouldn't work, assuming you were in a terminal.

Hrrm, it almost sounds as if scim is enabled and accepting input.  Scim
is an Asian language input thingie. 

It's difficult to troubleshoot at a distance.  Just for fun, when you
type and see this terminal taking the input at the bottom, hit
ctl+space.  If it is scim, that should turn it off.  (However, that's a
wild guess and a long shot.
