FWIW, I was part of a discussion about this a few weeks ago in Taipei... The short answer is all about licensing and the DRM used on Blu-ray disks.
The long answer is that while you may be able to get VLC to play them, I'd question the legality of the code used to decrypt the disk. It can be found, from what I understand, it's just not something that Canonical can ship.
