If you go to the Edit/Preferences/General tab, there is a check box for playing 
a sound when new mail arrives. If you have that checked and it's not working, 
there may be an issue with your sound setup.

Are your other system sounds working? 

I have had problems with new installs of Kubuntu before. I had to be sure I had 
enabled Pulse Audio correctly. 

There is an add-on for Thunderbird called ToneQuilla that allows you to set up 
different sounds for different email filtering rules. If you're like me, you 
probably get many mail list mailings, for instance, which you may not want to 
be constantly alterting you when you're in the midst of something important; 
apparently, with that extension you can set up filters and only be notified 
when messages you consider important come in. I will be installing and playing 
with that later today as it sounds interesting.
