FYI:

If you do 'cvs update -dP'. After checking out the code, they will go
away.

        -d gets any new directories that have been added to the tree since you last 
updated
        -P prunes empty directories after the checkout completes.

This hides the problem with CVS that directories can never be
removed. Also, this reduces the urge people have to delete directories
from the CVS server (which makes it impossible to check out older code
that relied on those directories).
