No, but this is certainly a flaw. One thing I would like to see is a
per group /etc/skel. This could be either a configuration in linuxconf,
in the group definition, or simply a trickery where linuxconf would simply
look for /etc/skel.group if it exist before looking for /etc/skel.

This would solve the problem here as virtual email users are all member of
the group popusers.
