Initially, dialout was built in linuxconf core. In 1.11, I made it a
module and at first forgot to extract the information in linuxconf.daemons
about the utilities needed by this modules. Later on I fixed that (in
1.11r14 I think) and you probably did not merged those files properly.
They go in (in the source tree)

        modules/dialout/refdir/dialout.daemons
        modules/mailconf/refdir/mailconf.daemons
