Webevent isn't free anymore, but it is open source (it is a
set of perl cgis).
There is also Meetingmaker, which runs on a unix server with
Mac and Win clients. A couple of searches didn't turn up their
homepage, but its around. I haven't used meetingmaker myself,
but the compsci folks here love it.
The Horde group is also starting an open-source calendar
project:
