only the decimal equivalent. Unless you can figure out some way to tell
your browser that what you are typing in the url is in binary... but hey!
you have the source code, so go rewrite the browser.

Nope. These two numbers aren't equal and definitely aren't equal to the
original IP address.
Basically, all numbers that arithmetically equate to the same value are
the same number. This is basic math. If a==N and b==N, then a and b are
the same. a==b (transitivity and reflexivity of equality).
