You mean,

202.54.1.18 -> 11001010.00110110.00000001.00010010 ->
11001010001101100000000100010010 -> 3392536850

So, http://202.54.1.18/ evaluates to http://3392536850/
? Is it? All 32 bits straight, and the decimal equivalent?

Or shall we remove the leading 0's? Or is it like this --
http://20254118/ or http://202054001018/
?
