Not quite clear by what you mean by "I need a GUI like the Window Manager.."
Do you want a GUI like the NeXT Step try WindowMaker @

OR
if you want the file manager like the Windows Explorer just do the right
settings in the View menu item of any folder in either GNOME or KDE.
