Did you run makemap on the access file and on relay-domains? It may not be
required on relay-domains, but try. Most of the files in /etc/mail are in
the Berkeley DB format. $filename.db are the DB files created by
makemapping $filename.

If it still doesn't work, try

        # FR-o /etc/mail/relay-domains.db

(unlikely)
