Ok, I just tested this. Started with /~foo with permissions 755.
Accessible. Made them 751. Accessible. Made them 750. 403.

Directory of /~foo: 
[root]/home# ls -l foo/public_html/in*
-rw-r--r--   1 foo      users         240 Aug  4 19:57 
foo/public_html/index.html
