Create ".xinitrc" in /etc/skel that contains this one line:
exec startkde
chmod +x it and make copies with appropriate ownership rights in
existing user's home directories.
Better yet, edit /usr/X11R6/bin/startx and look for the script that
starts FVWM by default. Make changes there.
