Its because windows has been copied piece by piece from the Macintosh
Operating System, even the programming model is the same.
(but still it is no where near it, visit http://www.apple.com/macosx for the
next generation of GUI from Apple for the Mac)
Contrary to that XWindows (what you see on Linux) has been developed from
scratch and is based on the original GUI (Smalltalk) at Xerox PARC.
