what is this "aspects and functionality" you are talking about of
windoze.
in windows you get just a naked operating system. and sub-justice, IE
and OE.
For every other thing you think of doing on windows, you have to buy
separate package paying a king's ransom, and install that on windows to
make it bloddy work.
MS-OFFICE (having word, excel, powerpoint, FPage, ... ) is to be bought
separately.
visual studio (c, vb, java, interdev, .... ) is to be bought separately.
Linux installation is a universe complete in itself in several respects.
there are enough packages (apache web server, Perl, Python, ...) so that
you can start doing things without rushing back to vendor with a
gunny-bag-ful of money.
There is just NO "aspects and functionality" one gets in window$. and
CAD is unthinkable. I am not aware if MS has made any CAD package.
