The cheap alternate to GPS is the location ID of GSM network, (MTNL or so).
These ID are at fixed location, can be used to locate a mobile phone. By
using test menu in nokia phone, these ID's can be found and mapped to a
location.
With location ID's mapped to a mumbai map, a very low cost vehicle tracking
system can be designed. The only hardware required is a nokia phone (Rs.
1500-2000). The nokia phone can communicate its location ID, by SMS.

I have a small hardware (a micro controller) ready for testing. The only
difficulty is to get the location ID's on mumbai from MTNL.
