I used to have a pacenet connection about 2 years ago. Had the same

I don't know if the issue is still the same but in my case i had to
get my account enabled from pacenet so that i could connect using linux.
1. You don't need to run the widows dialer using wine
2. Insist on talking to a pacenet network person who knows that linux
exists and tell the person to activate your account so that you can
connect through linux. I know this sounds weird but believe me it
works. The network support guys would first refuse to believe that
such an OS exists ... then they would refuse to accept that your ID
needs to be separately activated for connecting without their windows
dialer ... but if you persist with it ... they would do the needful.
3. Remember: "you need to get your account enabled such that you
wouldn't need a dialer to connect"
