I guess you were naive. There is no such thing as "true broadband" in 
India. All of them suck. The only competition between the ISPs is who 
sucks bigger...

Dont go in for dialup. You will be frustrated further.

Go in for 7star / TATA Indicom / Reliance powersurfer. 7star has little 
or no down time. Reliance powersurfer can have long down times but they 
are rare and they have a very accountable CC. Get the no. of the local 
engineer in case of emergencies. For the least downtime I would suggest 
MTNL ADSL NU. Its great. You can download distros during the night but 
be prepared for big headaches incase you get a wrong bill... Also 
checkout if Airtel is available in your area. They have great DSL 
plans. But they aren't available in all places.
