Not really. It's like asking "do apps use up too much of memory
nowadays". They do because as capacity increases, applications grow to
fit that size ( in case of windows, exceed them :P ). Similarly, stuff
being downloaded increases in size, right from streaming media, ISOs
and pr0n to all of the pirated crap. Inspite of that I think bandwidth
usage balances out because for every big downloader there are tens of
users who simply check emails, chat and log off.

Having said that I find it silly when users crib and cry at the
*exhorbitant prices* for bandwidth. 1000-1300 for 256 kbps is
reasonable at the moment here in India (most ISPs are in that range
AFAIK). As higher speeds are introduced in user space, prices for 256
kbps will drop. You can see that from the fact that 3 years ago 64
kbps unlimited connections were hovering around the 1000 INR mark.
Today 64kbps connections come at below 500 INR and 256 kbps has taken
over the mantle of being premium.

PS: I download an average of 100 MB per day, amounting to around 3Gigs
a month. The pattern is erratic though; an odd ISO costs me 700 MB in
a single day. And then there are regular dist-upgrades for sid.
