Thats a very small problem. If you really get such a service in future ( 
10 GBps), then it will have all these considerations sorted out.

Not necessarily. More and more businesses are becoming location 
independent (can't remember the correct term for that) so a lot of 
data is passing through the net. A lot of home users too are online the 
whole day for online share trading. Those who are into multimedia need 
to upload and download large files from the net. If I get an unlimitted 
fast connection, I would consider downloading software cds and dvds 
(legal ones). If unlimitted broadband connections are easily available 
throughout the country, then as JTD mentions about VoIP, we will change 
the way we communicate. With every home installing a VoIP phone, then 
even the problem of interconnectivity as mentioned by Saswata would not 
arise.

My definition of illegal was with reference to the general perception in 
India as well as abroad. MP3 downloads included. High usage need not 
indicate illegal activity.
