Does standard compliant pages come up higher on google search ?o u
I am yet to see that.
In fact, I suspect non-compliant pages are on the top, going by the Hall 
of Shame listing.

Well, pages with circular links do come up on the top of google listing, 
but that part at least is probably unethical.

You forgot another important thing. Google spider will rank higher pages 
whose content changes more often.

That is  a flame bait, but I will leave it at that.
No, even the most sensible people do not do that. I can show you so many 
sites by large companies and so called smart people that do not do what 
you said.
That is why SEO is a profitable business.
